On January 6, 2022, the Vocational and Adult Education Division of the Ministry of Education released the 2021 Report on Vocational Education Reform and Development, which clearly explained the existing problems of secondary vocational schools and the focus and direction of future reform.The year 2021 marks the beginning of the 14th Five-Year Plan and the beginning of a new journey to fully build a modern socialist country.In the past 2021, the positioning of secondary vocational schools has been adjusted. According to the requirements of “Opinions on Promoting the High-quality Development of Modern Vocational Education”, secondary vocational education should focus on providing students with solid technical skills and qualified cultural foundation for higher vocational education, so as to become the foundation of higher vocational education.Start to shift from “employment oriented” to “college and employment two legs to walk.”Secondary vocational education plays a significant role in helping people’s livelihood, and its fundamental role in the system has been strengthened.At the same time, we must also face the fact that the basic position of secondary vocational education in the modern vocational education system is not firm.Secondary vocational education is an important foundation of modern vocational education system and an important reserve for training high-level technical talents.At present, there are some problems in secondary vocational education, such as improper orientation of running school, large scale of running school but not strong enough, and conditions of running school mostly not up to standard.In the past ten years, the income gap between middle and high school education funds has been widening year by year.There is a serious shortage of teachers in secondary vocational colleges and “double-qualified” teachers.There is still a big gap between the land area, school area and the number of full-time teachers, etc., and the Setting standards for Secondary Vocational Schools released by the Ministry of Education in 2010. The time is already quite urgent to achieve the goal of “basically reaching the teaching conditions of secondary vocational schools by 2023” proposed in the Action Plan for Improving the Quality and Training of Vocational Education (2020-2023) as scheduled.Increasingly severe development situation let us begin to realize that secondary vocational education has entered a historic turning stage.How to redefine the connotation of the basic status of secondary vocational education, how to stabilize its basic status and other problems, we need to solve systematically.Therefore, it is imperative to consolidate the basic position of secondary vocational education through diversified development.How to consolidate the basic position of secondary vocational education in the modern vocational education system, first, we should adjust the orientation, guide the diversified development of secondary vocational education, give full play to the employment and college entrance function of secondary vocational education, so that the orientation of secondary vocational education is adjusted from simple “employment-oriented” to “both employment and college entrance”.By expanding the functions of secondary vocational schools, enhance the attraction of secondary vocational schools to students with different needs.Second, optimize the layout and integrate “small, scattered, weak and empty” schools through cancellation, merger, transformation, trusteeship, land replacement and other forms.Third, the implementation of standards. Organizers at all levels should attach great importance to the problem of substandard operating conditions of vocational secondary schools, earnestly shoulder the main responsibility of running schools, and take strong measures to ensure that the conditions of secondary vocational schools basically meet standards by 2023.Fourth, increase input, improve the standard of funding per student for secondary vocational schools, and establish a funding system that is appropriate to the scale of schools and the cost of training.Five is to foster demonstration, accelerate the implementation of “high quality secondary vocational schools and professional construction plan”, the central government through special award, guide the local finance increasing investment, focus on built a batch of the education, management, talent training, social services demonstration leading role of high-quality secondary vocational schools and professional brand.Sixth, teachers are the first resource for the development of vocational education.To strengthen the construction of “double-qualified” teachers, the first step is to perfect the teacher qualification accreditation system which highlights the characteristics of vocational education types.It is believed that with the continuous implementation of the national vocational education policy, secondary vocational education, as the foundation of education and people’s livelihood, will surely lay a solid foundation for the reserve of skilled talents in China.
